    The 2017 Session of the Nevada Legislature and the Failure of Higher Education Reform

    Executive Summary This report analyzes 11 bills introduced during the 79th Session of the Nevada Legislature that proposed to reorganize, reform, and realign various aspects of the state’s higher education system. The analysis reveals the following: Despite bipartisan support for higher education reform, nearly all of the reform bills failed, including two bills vetoed by Governor Brian Sandoval. The failure to enact meaningful reform stands in contrast to the implementation of bills appropriating more resources for higher education. Opposition to reform legislation was strongest among those most invested in legitimizing and perpetuating current arrangements. The report also considers the institutional and cultural factors that reinforce these outcomes. These factors include: The mismatch between legislative capacity and the demand for policy reform. The selective manner in which higher education officials engaged in the Legislature. Misconceptions about the components of the state’s land-grant institution and the Board of Regents’ constitutional carve out prohibiting legislative action. The report concludes with policy recommendations for the Nevada Legislature. Foremost among these are: The second passage of AJR 5, an override of the AB 407 veto, and reintroduction and passage of the failed reform bills. Separation of the governance of the two- and four-year colleges from the branches of the state university, reduction in the size of the Board of Regents, and reorganization of the administration of higher education. Developing separate funding formulas for the universities and the two- and four-year colleges, and adding funding weights for courses completed by first generation, minority, and Pell Grant eligible students. Creation of the Assembly and Senate Higher Education and Economic Development Committees to improve legislative oversight and coordination. Elevation of Great Basin College to a four-year institution and realignment of the two and four-year colleges’ service areas to facilitate regional economic integration

    A flight-test methodology for identification of an aerodynamic model for a V/STOL aircraft

    Described is a flight test methodology for developing a data base to be used to identify an aerodynamic model of a vertical and short takeoff and landing (V/STOL) fighter aircraft. The aircraft serves as a test bed at Ames for ongoing research in advanced V/STOL control and display concepts. The flight envelope to be modeled includes hover, transition to conventional flight, and back to hover, STOL operation, and normaL cruise. Although the aerodynamic model is highly nonlinear, it has been formulated to be linear in the parameters to be identified. Motivation for the flight test methodology advocated in this paper is based on the choice of a linear least-squares method for model identification. The paper covers elements of the methodology from maneuver design to the completed data base. Major emphasis is placed on the use of state estimation with tracking data to ensure consistency among maneuver variables prior to their entry into the data base.     Aerodynamics of vortex generators

    An experimental and theoretical study was undertaken of the separation delay and dramatic boundary-layer thinning that can occur in vortex-generator installations. Wind tunnel measurements of the dynamic-pressure profile downstream of a vortex generator were found to compare under certain conditions with that downstream of a suction slit, while water-tunnel visualization studies of vortex-generator height and geometry suggested optimum configurations, and only a minor effect of base porosity. A series of progressively more complex inviscid flow models was developed to be applied to a 3-D integral boundary-layer code. This code predicted layer thinning downstream of the suction site of the vortex models, and other observed features. Thin-layer Navier-Stokes equations are now being used with the ultimate goal of clarifying the physical processes involved in vortex generator performance and developing calculational procedures capable of predicting it

    Flight testing a V/STOL aircraft to identify a full-envelope aerodynamic model

    Flight-test techniques are being used to generate a data base for identification of a full-envelope aerodynamic model of a V/STOL fighter aircraft, the YAV-8B Harrier. The flight envelope to be modeled includes hover, transition to conventional flight and back to hover, STOL operation, and normal cruise. Standard V/STOL procedures such as vertical takeoff and landings, and short takeoff and landings are used to gather data in the powered-lift flight regime. Long (3 to 5 min) maneuvers which include a variety of input types are used to obtain large-amplitude control and response excitations. The aircraft is under continuous radar tracking; a laser tracker is used for V/STOL operations near the ground. Tracking data are used with state-estimation techniques to check data consistency and to derive unmeasured variables, for example, angular accelerations. A propulsion model of the YAV-8B's engine and reaction control system is used to isolate aerodynamic forces and moments for model identification. Representative V/STOL flight data are presented.     Full-scale semispan tests of a business-jet wing with a natural laminar flow airfoil

    A full-scale semispan model was investigated to evaluate and document the low-speed, high-lift characteristics of a business-jet class wing that utilized the HSNLF(1)-0213 airfoil section and a single-slotted flap system. Also, boundary-layer transition effects were examined, a segmented leading-edge droop for improved stall/spin resistance was studied, and two roll-controlled devices were evaluated. The wind-tunnel investigation showed that deployment of single-slotted, trailing-edge flap was effective in providing substantial increments in lift required for takeoff and landing performance. Fixed-transition studies to investigate premature tripping of the boundary layer indicated no adverse effects in lift and pitching-moment characteristics for either the cruise or landing configuration. The full-scale results also suggested the need to further optimize the leading-edge droop design that was developed in the subscale tests

    Effects of temperature on the biology of the northern shrimp, Pandalus borealis, in the Gulf of Maine

    Length-frequency data collected from inshore and offshore locations in the Gulf of Maine in 1966-1968 indicated that ovigerous female northern shrimp (Pandalus borealis) first appeared offshore in August and September and migrated inshore in the fall and winter. Once eggs hatched, surviving females returned offshore. Juveniles and males migrated offshore during their first two years of life. Sex transition occurred in both inshore and oll'shore waters, but most males changed sex offshore during their third and fourth years. Most shrimp changed sex and matured as females for the first time in their fourth year. Smaller females and females exposed to colder bottom temperatures spawned first. The incidence of egg parasitism peaked in January and was higher for shrimp exposed to warmer bottom temperatures. Accelerated growth at higher temperatures appeared to result in earlier or more rapid sex transition. Males and non-ovigerous females were observed to make diurnal vertical migrations, but were not found in near- surface waters where the temperature exceeded 6°C. Ovigerous females fed more heavily on benthic molluscs in inshore waters in the winter, presumably because the egg masses they were carrying prevented them from migrating vertically at night. Northern shrimp were more abundant in the southwestern region of the Gulf of Maine where bottom temperatures remain low throughout the year. Bottom trawl catch rates were highest in Jeffreys Basin where bottom temperatures were lower than at any other sampling location. Catch rates throughout the study area were inversely related to bottom temperature and reached a maximum at 3°C. An increase of 40% in fecundity between 1973 and 1979 was associated with a decline of 2-3°C in April-July offshore bottom temperatures. Furthermore, a decrease in mean fecundity per 25 mm female between 1965 and 1970 was linearly related to reduced landings between 1969 and 1974. It is hypothesized that temperature-induced changes in fecundity and, possibly, in the extent of egg mortality due to parasitism, may provide a mechanism which could partially account for changes in the size of the Gulf of Maine northern shrimp population during the last thirty years.     Some effects of Hurricane Agnes on water quality in the Patuxent River Estuary

    A post-Agnes study that emphasized environmental factors was carried out on the Patuxent River estuary with weekly sampling at eight stations from 28 June t o 30 August 1972. Spatial and temporal changes in the distribution of many factors , e.g., salinity , dissolved oxygen, seston, particulate carbon and nitrogen, inorganic and organic fractions of dissolved nitrogen and phosphorus, and chlorophyll a were studied and compared t o extensive earlier records. Patterns shown by the present data were compared especially with a local heavy storm that occurred in the Patuxent drainage basin during July 1969. Estimates were made of the amounts of material contributed via upland drainage. A first approximation indicated that 14.8 x l0 (3) metric tons of seston were contributed t o the head of the estuary between 21 and 24 June. (PDF contains 46 pages
